Consumer Directed Services (CDS)
All Personal Care (PC) participants must meet the following eligibility criteria:
At least 18 years of age;
- In active Medicaid status
- Participants who are eligible for Medicaid on a spenddown basis may be authorized to receive PC during periods when they meet their spenddown liability.

A participant is responsible for the cost of services received during periods of time when they have not met their spenddown liability.
- Be able to self-direct their own services/care
- Be physically disabled
- Need assistance with activities of daily living
- Meet nursing facility level of care
Consumer Directed Services (CDS) is a program which provides personal care attendant (PCA) services to individuals with disabilities; enabling them to live independently. CDS program participants are trained to hire their own attendants to assist them with daily tasks such as:
Bathing/Showering
Toileting
Obtaining/Organizing Medication
Meal Preparation/Clean up
Housekeeping/Laundry
Essential Transportation
Strategic Home Health Care CDS program is a consumer managed program. Consumer managed means that the consumer with a disability receiving services is the employer of the attendant. Program participants are responsible for locating, hiring, setting work schedules and managing their own attendants. A friend or family member may be hired as an attendant, with the exception of a spouse or anyone under the age of 18. The attendant must have a clean background check through the Missouri State Family Care Safety Registry before being employed by a CDS participant.
Strategic Home Health Care will provide all training on hiring and managing attendants for CDS participants while also ensuring participants 24/7/365 staffing back-up and the peace of mind of knowing all of the tax and service documentation required to meet IRS and Medicaid guidelines is complete.
